Council is the legislative body of the city government. City Council has 7 members. Three of the members are elected at large by all voters in the city, and four are elected by wards. The city is divided into four wards which have approximately the same number of residents.
The three at-large council members were elected in November, 2005 for 4-year terms expiring 12/31/2009. The four ward council members were elected in November, 2007 for 4-year terms expiring 12/31/2011. All Council members have an equal vote, regardless of how they were elected.
Each year, members of Council elect one member to serve as President Pro Tem of Council. This member serves as Council leader for the year and presides over Council meetings if the mayor is not present. Members of Council also elect one member to serve as Vice President.
